Household income eligibility is based on 65% of the Area Median Income. Household income must be within the minimum and maximum gross allowable income limits, however, if an applicant is below the minimum but can substantiate the ability to pay the rent, they are encouraged to apply. Income limits do not apply to voucher or subsidy holders.

What are the lottery applicant qualifications?

  1. Household income must be within the maximum and minimum gross allowable income limits, however, if an applicant is below the minimum but can substantiate the ability to pay the rent, they are encouraged to apply. Income limits do not apply to subsidy holders.
  2. In addition to income and asset eligibility the applicant will also be subject to a Tenant Selection screening by the project and determined eligible. This may include passing reviews on credit scores, tenant history, and criminal background checks.
  3. Households cannot own a home, including homes in a trust.

Are there household size preferences?

  1. First preference shall be given to households requiring the total number of bedrooms in the unit based on the following criteria:
    • a) There is at least one occupancy per bedroom, unless Household member needs a larger unit due to a disability as a Reasonable Accommodation.
    • b) A married couple/partnership, or those in a similar living arrangement, shall be required to share a bedroom. Other household members may share but shall not be required to share a bedroom.
    • c) A person described in the first sentence of #2 above shall not be required to share a bedroom if a consequence of sharing would be a severe adverse impact on their mental or physical health and the lottery agent receives reliable medical documentation as to such impact of sharing.
    • d) A household may count an unborn child as a household member. The household must submit proof of pregnancy with the application.
    • e.) If the applicant is in the process of a divorce or separation, the applicant must provide proof that the divorce or separation has begun or has been finalized.
  2. Second preference shall be given to households requiring the number of bedrooms in the unit minus one, based on above criteria.
  3. Third preference shall be given to households requiring the number of bedrooms in the unit minus two, based on above criteria.

Are pets allowed?

No. Service animals are welcomed.

The Starfish Story:
Making a Difference, One at a Time

A young man is walking along the ocean and sees a beach on which thousands and thousands of starfish have washed ashore. Further along he sees an old man, walking slowly and stooping often, picking up one starfish after another and tossing each one gently into the ocean. “Why are you throwing starfish into the ocean?” he asks. “Because the sun is up and the tide is going out and if I don’t throw them further in, they will die.”

“But, old man, don’t you realize there are miles and miles of beach and starfish all along it! You can’t possibly save them all, you can’t even save one-tenth of them. In fact, even if you work all day, your efforts won’t make any difference at all.” The old man listened calmly and then bent down to pick up another starfish and threw it into the sea. “It made a difference to that one.”
